You have a very strong GMAT score, and a 3.9 GPA for your master's from Peking University is also very impressive, although it'd be helpful to know what field your master's degree was in. Berkeley Haas is certainly an excellent program for candidates who are interested in working for a leading technology firm in Silicon Valley, so based on these basic facts about you, it does sound like a good fit. The key questions for you to consider or develop clear answers to are: (1) you mentioned that you'd like to start your own business; do you already have a specific idea of what kind of business it would be, or is this a more general long-term goal? Berkeley will want to see that you have given careful thought to what we call your "career arc," or the connections between your short-term and longer-term post-MBA goals. (2) You explained that your undergraduate GPA was low because you spent a lot of time on extracurriculars. Can you demonstrate leadership roles or other impact in your undergrad extracurriculars, to show that your time was well spent, even if your academics suffered? Clearly you've shown your academic aptitude through your GMAT score and master's GPA, but Berkeley will want to see proof that you contributed actively to your undergrad community -- they'll want to know that you weren't just taking it easy.
