Hey there,
It's hard to answer this question in a vacuum without any other supporting information (e.g., GMAT/GRE, prior professional success, future career aspirations, extracurriculars, community impact and leadership, # of years of work experience, which schools in particular you are targeting). On its face, a 2.5 GPA is troublesome and a IETLS score of 7 either the minimum passing score of just a smidge over the minimum passing score.
Generally, students who are able to gain acceptance to graduate schools with low GPAs are able do so by demonstrating academic-type competence in other areas (e.g., GMAT/GRE, CFA exams, CPA exams, etc.). So if you have a particularly strong showing in any of these areas, it may override the lower GPA. Also, lower GPAs matter less for more excellent scores. If you went to a top 5 undergrad and majored in a competitive discipline, there may be more forgiveness around a lower GPA.
Top Canadian programs are typically less selective than top U.S. programs, but even the highest-ranked ones (e.g., Toronto Rotman) are typically more selective for Chinese applicants bc there are so many Chinese applicants who apply. Try to focus on what you CAN control - your GMAT/GRE and your *strategic positioning* in your essays. If you focus on these things and execute on them well, you may have a fighting chance with your GPA.
