A不是会造成viewing去修饰了the Federal Reserve么?不是常见的错误选项么？

楼主可以去看gwd的讨论，这里C一定是错的，因为that 从句后面policy mwkers加了who就没有谓语了，不能成为一个完整地从句。A是有点问题，不过相对正确。
