A不是会造成viewing去修饰了the Federal Reserve么?不是常见的错误选项么？

是不是c中的who没有必要出现，否则会多一个宾语

C的WHO没必要, 而且用了WHO, 干嘛后面还是个动名词结构?

同意楼上，who没必要，而且加了who之后原句意思产生混乱了

嗷。。。C明显是把THAT从句中的VERB are 归到了定语从句，所以that从句就没有谓语了啦！
