这里恰如其题目的解释是独立主格来对主句表达的信息进行补充。
独立主格是什么成分呢？其实是状语啊，但是又不是状语从句。那么它只是句子的一个成分，怎么能够出现谓语呢？
那么你不妨吧are加进去看一下好了，划线开始前面是个逗号，前面有完整的主谓结构，是一个句子。划线开始后也有一个完整的主谓，也构成一个句子，那么两个句子之间的链接/间隔就需要连词或者是分号或者是句号了。
所以加上are肯定是不对的
独立主格，或者其他变体的状语，最大的特点就是没有谓语。
