The answer to this question really requires an understanding of what you want to do, what languages you want to operate in/learn, and where you want to be geographically after you finish your MBA program. Rotterdam and HEC will probably offer better finance or consulting employment prospects in Europe while UT Austin will probably offer better finance or consulting employment prospects in the US.
Regarding cultural considerations, while all schools conduct classes in English, HEC would offer geographic immersion in a french-speaking culture while Rotterdam would offer immersion in a Dutch-speaking one. If you KNOW that you'd like to be in the Oil & Gas field (for instance, de facto concentration in O&G consulting or O&G Investment Banking), especially in major US hubs like Austin, Dallas, Houston, Tulsa, or New Orleans, then UT Austin is probably the stronger school as it has a very strong Oil & Gas recruiting reputaiton. Given Austin's growth as a tech hub and the crosstalk between Austin and San Franscisco and Seattle, there are strong recruiting possibilities in these locations as well.
