题目是这样的，

我在网上看到毕老师对B的解释是，making beneficiaries pay 20 percent of the costs修饰的对象是other nonhospital services，

我的疑问是这不是SVO，doing结构吗，doing不是修饰主语medicare的吗我在网上看过多种版本，SVO,doing。

有说修饰的是S的，有说修饰O的，我被搞懵了，还请大家指点一下，谢谢！！

因为句子中有个连词but，楼主可以拆分看，Medicare does not cover cost of other non hospital services, making beneficiaries pay 20 percent of the cost. comma + making 修饰的是Medicare 这个主语啊，没有问题
