这道题选b，语感上可以选对，但是语法上不太明白。逗号后的the largest share that any country has contributed 修饰 more than a quarter of all foreign-born residents of the united states? 什么情况下逗号后修饰的是bureau survey？什么情况下逗号后修饰的是前面的一整句话呢？

语法上我不是很肯定
这个好像是叫同位语吧，一般修饰逗号前的词，如果同位语本身是个抽象的，那也可以修饰逗号前的一句话

if the appositive is CONCRETE, it MUST modift the PRECEDING NOUN 2) if the appositive is ABSTRACT, it CAN modify the WHOLE IDEA of the PRECEDING CLAUSE; if the preceding noun is also an ABSTRACT, then it can also modify the PRECEDING CLAUSE.

另外想问一下A 哪错了，虽然选对了B 但是我一直纠结于A，只是因为时态不对吗？

Ron说for somebody to do something是在说some kind of duty or obligation 这里就像是说这个国家owes this number/amount ，就不合逻辑
原话在这里:
i bet this construction is familiar to you: your boss says 'I have some things for you to do.'
note the usage here: we're talking about some sort of duty or obligation.

so, an 'amount FOR a country to contribute' implies that, for whatever reason, the country OWES this number/amount. that doesn't make sense here.

什么情况下逗号后修饰的是bureau survey:感觉这里要是修饰名词的noun modifier应该离名词尽可能的近，同位语，which开始的非限定性定语从句都可以在逗号后面修饰名词，
什么情况下逗号后修饰的是前面的一整句话呢:逗号隔开的ing,同位语也可以修饰整个句子
我只是举了些例子，最准确的方法就是根据句子意思去判断到底是noun modifier adverbial midofier
如果我哪里说的不太准确希望大家能指出来
