想问一下C为什么不对呢， as once prohibited 在这里修饰什么呢，是修饰被省略的主语Developing television programs吗？

说一下我做题时的脑回路..
C as once prohibited by federal regulations 不知道是什么意思，as翻译成因为，感觉说不通而且看起来怪怪的
如果去掉as
comma done 通常修饰逗号前的词，也可跳跃介词修饰，特殊情况下（如given provided还可修饰逗号前的那句话）
*所以我一直觉得没法拿这个点做题...

主要的问题：我觉得是Developing television programs xxx is thriving语义好像不通
一般都说program is thriving
C偷摸把主语换了，感觉不好

啊! 有道理！C Developing television programs 作主语确实别扭谢谢！！！！comma verbed 好像可以修饰最近的名词也可以修饰前一句主语
"特殊情况下（如given provided还可修饰逗号前的那句话）" 这个我之前不知道，get 了，谢谢NN!!!
