答案C
翻了很多人的討論，但是還是不太明白為什麼A錯...
請求解惑!!

1. 不优：和C选项比起来wordy
2. 错误：with intention to修饰的是前面portfolios，portfolio怎么会有intention呢，这句话里intend的主语应该是allocators
3.RON神还讲了一个点我当时没考虑的是：Intention后面更preferred的介词是of 而不是 to
