The original building and loan associations were organized as limited life funds, whose members made monthly payments on their share subscriptions and then took turns drawing on the funds for home mortgages.
这里的drawing on 是作为伴随状语吗？

The original building and loan associationswere organized as limited life funds, whose members made monthly payments ontheir share subscriptions and then drew, taking turns（表示依此）on the funds for home mortgages.

这句话和上句话有什么区别

made和took 并列

take turns doing

第二句语意不通

第二句句意为什么不通啊

要理解句意，took turns 和前半段的made monthly payments的主语都是members；所以不是伴随状语，如果是伴随状语，它的主语就变成associations，语义上出现问题
