标题: 请教同位语中的省略问题！

16. Bihar is India’s poorest state, with an annual per capita income of $111, lower than in the most impoverished countries of the world.

(A) lower than in

(B) lower than that of

(D) which is lower than in（B）

(E) which is lower than it is in

不太明白B中lower than that of the most impoverished countries of the world在句子中做什么成分，觉的只能做同位语补充说明前面的an annual per capita income，但是同位语不都是得重复名词或者换个其他的名词来补充解释前面需要解释的名词吗？B的结构是省略的了AMOUNT（ lower than that of...）吗？可以这么省略同位语中的名词吗？还是另外有别的其他解释？

lower than ... 做同位语修饰前面的 an annual income of $111
