请问此题答案到底应该是什么？看了一些讨论（http://forum.chasedream.com/dispbbs.asp?BoardID=24&ID=83753，）越看越糊涂。能否请GMAT前辈们分析一下A,D,E三个答案的对错。万分感激。

Personally, I think the answer is A. For E, I think the second part is not correct. For D, I totally don't agree. However, the answer given is "D".

As for d, the fault is not with the claim itself (that three percent of current retail sales falls short of the amount ), but with using the claim to object the plan, since though current retail sales falls, amounts taken from taxes on retail sales won't decline in that retail sales in Aroca City are bound to increase substantially.
