A 应该是 with+doing结构（似乎）而且平行没有DE 做得好
E 的话句子意思变成随着high-speed Internet connections became more widely available ，这些人会更加期待。。。而原句意思应该是因为high-speed Internet connections became more widely available 所以他们预期盗版的增长

I think the problem of A is that "expected" lacks a subject, because after "the representatives" there was a full sentence and therefore the subject should be repeated.

On D, (i) "expect sth to happen" is more commonly seen. Further, "to increase" is crunchier than "the increase".
