答案是B，想问D为什么不行呢，政府投资以后虽然私人投资会减少，但是效率增加了，不一定会使科研水平下降啊

这个题目LZ可能没有注意到，题目说的是the government should not increase its own funding.
既然是increase 说明以前也有，只不过现在增加了而已
D) Civilian scientific research cannot be conducted efficiently withmore than one source of funding.
取反：Civilian scientific research can be conducted efficiently withmore than one source of funding.
并没有起到削弱的作用啊，因为本来就是两个都有参与

哦哦哦原来是这样 就是之前也是政府和私人两方面的投资 D项并没有描述出来变化 我一直以为之前政府没有投资呢 谢谢你~
