this doesn't work.
technically, this would mean that "it" - an unspecified entity - is likely to miss the signs.
if you use the "it is ADJ..." construction, and the verb has a specific subject, you MUST include that subject in the construction. it is likely that the executive will miss...
这是不是意味着it is adj to do sth这个用法在书面用语里不成立？谢谢！it is important to eat breakfast大家认为这句话有specified subject吗？

个人感觉it is important to eat breakfast是对的耶

这里的it是有指代对象的，指‘to eat breakfast'
= To eat breakfast is important.

makes it likely to miss...这里的it是没有指代对象的

吃早餐是重要的，这里主语就是吃早餐
to miss is made likely? miss啥东西？这里句意不完整
原句：makes it likely to miss...里的it没有指代对象，如果是makes him likely to miss...就make sense了
