答案是D，我不能理解B为什么不对，OG解释说 Can hardly be said to be at fault does not grammatically complete the subordinate clause.
还有E选项对OG的解释也不能理解：the inverted construction does not successfully convey the meaning of the sentence.

求大神解答！！谢谢

can hardly be said to be at fault 应该是educators ...而这里是that引导的从句

首先, 看引号后面的内容可以得知: 主语是一个叫AT的人, 按照平行结构来说, 强调的是人没错而不是educators没有预期到这个事情没错. 那么A, B选项不考虑, E选项很牵强. C选项很冗余, 而且它也强调的是fact没错, 而不是educator没错.
另外, 这个仅供参考: GMAT不喜欢被动语态更偏向于主动语态, 所以不是没有选择了的话, 首先考虑主动语态.
