Text Explanation
Split #1a: forms of the verb "suggest".  The main subject of this sentence is compound, joined by "and" --- "the rising number ….. and the Tet Offensive".  Everything between the commas is a modifying phrase modifying the "Tet Offensive."  Then, we get to "suggested"/ "had suggested"/ "suggesting", and everything after this is a "that" clause, the object of the verb "suggest."  This sentence needs a verb.  The forms "suggested" & "had suggested" are genuine verbs --- these would serve as the main verb of the sentence.  The word "suggesting" is a participle, and if a participle appears at this place in the sentence, the sentence overall would have no verb.  Choices (D) & (E) make this mistake: they commit the "missing verb" mistake.

我去gmatclub看到大家争论不休,很多专业也参与其中。比较肯定的部分是suggested ...这里用完成时不合逻辑。完成时是必须发生前参考点之前的,而这个时间点是by the Late 1960s ... suggest 不可能发生在这之前。。用一般过去时就可

争议的地方就是by the late of...很多人说应该改成in the late

个人觉得没必要纠结了 何况这题在idiom用法是c也是明显错误
