可是并列中的第一句是一个系表结构，并非被动呀
我觉得是三种状况的并列，而不是仅强调动作吧？
另外B的情况，并列可以指省略谓语吗？请NN指导

B中的reduced是错误的。所以即使省略也应该是reduce, 因为三个并列成分全部是虚拟。

我觉得a是正确的，因为根据白勇语法，must/can/may/could do and do,这样a省略了could，然后只剩下be，由于其作用不同所以不能省略，但是到了第三个分句的时候，其be动词和第二个分句的be作用一样都是被动，所以省略了，也就是说句子是这样的city's streets could be clear, its fire code (could) be better, and its crime rate (could) (be) reduced.

不管系表结构还是被动语态,be都做系动词.有什么不能省的?
除了redundant外,C的在and后的句子focus变成it了.肯定不能用A,B and C的结构.另外,it绝对不能指代所有格里面的the city's.

这边我觉得没有it指谁的问题，因为在前面未划线的部份就有出现its fire code，不过我有点不懂就是it一律指the city还是the city’s streets，毕竟这边的主词是the city’s streets，有NN知道这边可以把主词拆开然后让it指the city吗？但我想就算不行的话，让it指the city’s streets也无不可

OG 中明确写明不允许这样的指代，具体可以参考 OG 10 的例题。 OG 10 菜鸟手册里面有很多题类似的例子。
虽然这里的省略不符合规律，但整体上考虑还是 B 最好了。

关于B的争议都集中在攻击第二个和第三个是被动语态be enforced, be reduced 里的be, 和前面的 be cleaner 的系动词作用不一样。
我觉得不要看到enforce 和 reduce都是动词就一定判断这里是被动语态，动词的-ed分词形式也可以起形容词作用。
Longman: enforced: adj: made to happen, especially by things you cannot control
e.g. enforced absence/separation; a period of enforced isolation
dictionary.com: reduced: adj. that is or has been reduced.
e.g reduced noise, reduced paycheck
把B补完整之后就是：the city’s streets could becleaner, its fire code (could be) better enforced, and its crime rate (could be) reduced。我觉得把这里的enforced 和reduced理解成形容词没什么不可。
相比C的两大硬伤：1) it 指代到所有格中去 2)就算it 指代city,原意中并没有说是city发出reduce crime rate这个动作，只是说有这些service之后crime rate会有所降低，但不一定就是由city 来 reduce的。
A: 根据上面的理解，B对了A就不对，enforced和reduced的用法总是一致的吧，要省就一起省，要不省就都不省。
D: crime rate could reduce: 自己不能reduce
E: 就不说它不平行了，its crime rate reduce 连单复数都不一致
所以B没有问题，就是B!

应该选C。前面的could省略容易令人觉得是分词结构伴随修饰，awkward的句子结构。并且第三个减少犯罪率能用主动还是用主动比较好。
