说的是city为了reduce traffic congestion， increase ridership 所以invest了一些站点设施之类的improvement。然后发现在neighborhood around the 82nd street station，ridership 上升了15%，而在neighborhood around the 102nd street station，ridership上市了30%，所以觉得investment in neighborhood around the 102nd street station is more effective。于是city council说要redirect the remaining investment budgeted for neighborhood around the 82nd street station to neighborhood around the 102nd street station，这样就能使investment达到近几年的最大effectiveness。
