个人理解这不是一个从句，“as” 意思是 "in the same way"，即像...一样；as it was when...修饰San Fran，形容San Fran像他十年前离开时的那个San Fran一样；整个句子的意思应该是“Hector记得San Fran,（他所记得的这个San Fran的样子)像他十年前离开时那样”。
所以这个句子main clause就是 Hector remembers San Francisco，而as it was when he left 10 years ago是一个modifier修饰San Fran。
