i mean, "by the end of the decade" in A seems to be used to modify "refined petroleum". thus the meaning of the sentence is wrong.

i agree that "petroleum industry of meeting environmental regulations" is somehow bad, but it still stands.

虽然project的用法不一定有问题。但是，有重新查查了cost的用法。cost +不定式的用法好像在字典中找不到例子。

所以，仔细想了想，还是大家有道理。我也改为支持B.
