看了大家和ETS的解释，我觉得也只有选E最好了。但是as many as 在这里是连词吗？后面问什么要跟一个句子，而不是跟一个名词作同位语呢？比如

as many as (people)who are enrolled in行吗？我理解是不是错了？请大家不吝赐教，谢谢！！！

as...as 是连词。

as many as (people)who are enrolled in,我觉得如果省略了people的话，who指代就不明确。

如果改为as many as people enrolled in......是否正确呢？

或者为兼顾句子的平行，as many as后也应该用句子。

在这里enrolled in 是过去分词作定语，不用考虑时态吧

我觉得这样说应该可以，好像比用一句话和前面平行还好。因为用名词短语和前面的800 million people平行很合适啊。难道说enrolled in不能这样用？
