这道题为什么B是错的E是对的？
我在beatgmat里找到一个回答说：
Generally, an infinitive modifier serves to express INTENT.
B and C: with the goal to reduce
Here, the infinite modifier in red implies that the goal is intended TO REDUCE something.
This meaning is nonsensical: a goal cannot be used to reduce something.
Eliminate B and C.

goal不是减少客户的数量，是减少表达不满的客户的数量。

同问这一题。
btw楼主我在Gmatclub里看到这种解释“The goal is not to ultimately reduce the numbers. It would be better if the commission could reduce the numbers now than if it reduces "ultimately". However the goal itself is ultimate (i.e. the final goal). Therefore placement of ultimately is wrong in option B.”
但是这种解释我依然没有很信服，不知道你有没有觉得这个解释好不好

还有在另一个楼里有人给了这样的解释：
“我还看到过RON的笔记， A Noun to Verb只有在noun是抽象名词时才正确，如：A way to produce good../ A reason to try harder，这些都不能发出主动动作”

再加一个Helr大神给的解释：
B选项：本选项中goal身后的定语是不定式短语to reduce the number，但这是不正确的，应改为of reducing the number。本选项考查了“不定式和ing的区别”。本题主要的难度即在于此。可能很多同学会联想到当我们表达目的状语的时候，经常会用到不定式，例如：
To see you, I went to New York.
由此推广，认为此处也是目的，用不定式。这个推理错在哪里呢？其实主要的问题出现在这个ultimate上。不定式表达的是状态的转换，动名词表达的是一种过程，亦可以理解为是一种不变的状态。本题中即需要考虑，“旅游局实施了一个调查”这个事件的发生是否可以直接影响”减少不满意的顾客“这个事件的发生与否。显然地，减少不满意是最终目标，可能在通过一系列的步骤之后才会期望它的发生，毕竟是最终目的，实施调查后可能只会期望一个小目标的发生。换句话说，在主句发生后，reduce the number这件事依然处于一个很稳定的状态（依然不会发生），不会形成”从不发生到发生“的状态转换。
对比于普通的目的状语：
To see you, I went to New York.
例句中，我去了纽约之后（主句发生），从主观上我肯定是希望从“没看见你”变成“看见你”的，即，“看见你”是主句的直接目的，而并非最终目的，对比于：
With the ultimate goal of seeing you, I bought the flight ticket.

真是的，一个地方一种解释，这道题越看越懵逼。。。

B的ultimately错是因为这是adv，修饰动词reduce，但原句ultimate修饰名词goal，错在了改变意思。曼哈顿里面有说过adv和adj的split时要小心，ron视频课也说过。不过goal of我还是无法明白...

reduce是个动作，不能用目标去减少，只能是人才能发出减少的动作。所以不能是to do.

我的个人意见：With the goal to ultimately reduce是不地道的，这里再次考察了不定式的用法，此处with…是介宾短语，the goal to utimately reduce是复合宾语，不定式作宾补，而宾补的逻辑主语是宾语：goal,这不合逻辑

补充语法点：
一、不定式的逻辑主语
1、在for引导的不定式复合结构中，介词的宾语是不定式的逻辑主语。如：
It is necessary for all of us to help each other.
注意：在“It is good（nice,kind,wrong）of you （them,him,her）to do sth.”句型中，介词宾语也是不定式的逻辑主语。如：
It was careless of us to forget to lock the door.
2、不定式在复合宾语中作宾补时，宾语是其逻辑主语。如：
I will have someone repair it for you.
注意：但在被动语态中，宾补变为主补，所以，句子的主语是不定式的逻辑主语。如：
They were made to work day and night.
3、不定式作宾语时，句子的主语是其逻辑主语。如：
He offered to help us.
4、不定式作定语时，所修饰的名词是其逻辑主语。如：
A factory to produce plastics（=A factory which is to produce plastics）will be set up near the town.
