题干主句的谓语在哪？ruling?还是mandating?如果是进行时态，be跑哪去了？还请高人指点!

frankly, i think there might be a typo on this question, mandating should be changed to mandate.

just a thought

assured才是本句動詞故mandating修飾ruling 應該沒有錯
