这里要看unlike，州税不交是因为忽视了，而联邦税不交是因为抗税的人有意的，一个是无意的，一个是有意的，现在免除了罚款，那么州税交就交了，而联邦税你免不免处罚别人不愿意交当然收回来的少

我是那么想的州政府的之前忘记交税，但是发现自己忘记交税以后有惩罚就不一定会交税了现在没有惩罚了，就会补交。但是联邦政府的是故意不交的，现在就算背查出来也损失了罚金，所以联邦政府比州政府少了。是这个意思吧？非常感谢
