In "the three major networks each broadcast", the subject is "the three major networks" and the verb is "broadcast". Here "each" ia just a parentheses插入语; it cannot influence the main sentence. You can omit "each" in such a situation for it only illustrates the subject additionally. See:

C 错在哪里了呢？
是不是不该用if条件句？Although 已经表示了转折句了，所以主句应该叙述的是事实，而不是“如果”怎样。。。。
我只是知道，as when 时as 用法之一，用的比较少，楼上解释的each的用法。我觉得E就应该时对的了，可是还不动C 错哪里了。

C会引起歧义。当表示C Superficial if the three major networks all中的意思时，最好用all of the three major networks 。因为，all不仅是代词，还是副词。也就是说，C有两种解释：
（1）if the three major networks （all broadcast） exactly the same statement from a political candidate.
指三大新闻网完全在播报 exactly the same statement from a political candidate
（2）if （the three major networks all） broadcast exactly the same statement from a political candidate.
而E中，the three major networks each有强调三大新闻网分别都在播报exactly the same statement from a political candidate的意思，逻辑上显然根准确。
本题的另一个难点，是as when 这个极不常见的固定用法。
