and 用来连接两个平行的结构， C 中 and 之前是动宾而 and 之后确实名词组合，结构不平行

C中看起来形式平行，但是meaning错误。用C的结构理解句子的骨架变成Programs... are geared to enhance ...performance and preparation....
但是句子实际应该是 enhance 和prepare 平行。
