不是很確定,不過試試看：


最高法院規定 公立大學可以只根據自己所喜歡的活動(particular activities)以及觀點(their view)來給予學生團體(group)經費,甚至當某些學生反對活動時, 大學有權利向這些學生收取費用

觉得让句子意思很奇怪的是their views的their是谁，参考了一下manhattan instructor的意见，theiir应该指的是goups

首先分析原文意思，这里的关键点就在倒数第二个单词their到底指代谁，其实无非就是两个，要么是gruops要么是students，然而如果是students，意思怎么理解都不通，只有是gruops的时候才通顺。

意思是说：最高法院规定，大学可以向学生收取社团费，哪怕这个学生不参加任何活动，只要这个社团在被选择的时候没有被（学生）征求过该社团的意见。
也就是说，只要是学生自愿加入的，而非社团本身游说他加入的，社团就可以名正言顺地收费，不管你来不来参加活动。

选项A，will be用法不对，这里没有未来时，更重要的是这里中间多了个they，但这个they从意思上应该是指代students，所以和后面their指代gruops发生了冲突，造成了歧义。
选项B  改变了原文的逻辑结构，把so long as改成了and，语义上也变了，后面那个让步状语结构没了。
选项C 同A，前面的they和后面的their指代不同，造成了混淆歧义。
选项D 可以，尤其是gruops given money使用比that应到的从句要简练有效。
选项E 最后那个be真的不能当谓语，因为前方没有“命令类型”的动词打头。
