政府官员说：联邦规定卡车司机每开10小时要休息，但卡车司机并不遵守。是因为沿着高速路的公共停车区不够用，所以计划要修更多停车区保障法律的执行力度。
而商业代表认为：如果把商业区周边的停车区域也算上的话，能停车休息的地方就大大足够了
C项是说，对比公共停车区，开到商业停车区的耗时长，所以还是要增加public rest areas，从而persisting with the government official's plan
