对第一个，我理解是根据曼哈顿的VAN规则，使用形容词表达比使用这个形容词转化来的名词要好。所以更好的表达是：
The manager is capable of running the plant.
当然原句本身没有硬伤（人拥有能力在逻辑意思上也是正确的），只是使用形容词更好。
第二个也是根据曼哈顿的VAN规则。另外在逻辑意思上我认为有硬伤。英语逻辑意思上植物是不能“拥有”可能性的。所以更好的表达是：
