这是一道结论题，让我们找结论，不是问增强，还是削弱。
文中说增税方案并不可行，不能用来弥补损失，可面临的事实是——人口减少，税收下滑，而警力、水管维护上的支出又不能少，因此只好得出结论：减少或停止在城市其他上的服务。
