我的问题是labor's unqualified support为什么比unqualified support要优？

语法笔记上写的是
“N’s n或n of N，都可以，能表达清楚意思又简洁的为上，这里labor’s后面已经有一个unqualified这种不是专门为了组成名词短语而存在的形容词（如 vocal tract）了，所以还是用n of N比较清晰。 ”
像是会出现歧义的样子，但是我没明白歧义在哪里。
