标题: prep12-28有争议的题，网上有说选B.C的，求解答

In one state, all cities and most towns have antismoking ordinances, a petition entitled “Petition for Statewide Smoking Restriction” is being circulated to voters by campaign workers who ask only, “Do you want to sign a petition for statewide smoking restriction?” The petition advocates a state law banning smoking in most retail establishments and in government offices that are open to the public.

Which of the following circumstances would make the petition as circulated misleading to voters who understand the proposal as extending the local ordinances statewide?


我选的是B。网上有人说答案是B，有人说是C。到底哪个啊~~~如果选C，怎么分析呢

题目说，州政府想推行新的限制吸烟的法律，因此需要大众在这个新法律请求书上签字。（大意）
但是他们没说具体的内容，只问大众，我们想为州内戒烟限制请愿，你愿不愿意帮忙。

问，Which of the following circumstances would make the petition as circulated misleading to voters who understand the proposal as extending the local ordinances statewide?在哪个情况下大众会误解这个请愿，会以为只是政府只是想把地区政府的吸烟限制推行到州里（understand the proposal as extending the local ordinances statewide）。

C；The state law would supersede the local antismoking ordinances, which contain stronger bans than the state law does.州政会取代地区政府的禁烟法令，这个地区的法令比州法更严。


也就是说，地区法令本身比州法更加严格，但州法有会取代地区法令的危险（C）。因此支持禁烟运动的人不想禁烟规定变宽松，所以会
误以为这个请愿是想要把地区法推行到州法上呢。但其实这个法令是一个完全没关的新的计划。


太复杂了。

In rural areas of the state, there are relatively few retail establishments and government offices that are open to the public.
为什么选B呢？ B选项可以让大众误解这个请愿，以为只是政府只是想把地区政府的吸烟限制推行到州里吗？我觉得好像没什么关系。

花了这么长时间才解释明白，感觉要是考试时估计会时间不够out的。

我昨天看到网上关于BC的分析，GWD的说法是B，PREP的说法是C，BC的逻辑依据（或者说侧重点不同），感觉考试应该不会出这么有争议性的问题。不过C我现在倒是明白了。

这题考的是一个法案的适用范围大小问题，什么情况下请愿的倡导者会误导投票者认为禁烟令会扩大适应范围呢？只有适应全州普遍情况的禁烟令才可推广，可推广的法案绝对是一个各方面平衡的法案，不会严厉于各地自己的禁烟规定。（如果投票者了解这个情况，或者请愿者告诉投票者这个情况，或者这个情况事实存在，就会误导投票者）

这道题通过一个很绕的问法来增加难度，它的问法非常indirect, 但如果变换成经典的出题方法，这道题会这么问：Which assumption is this paragraph based on so that this new state law is not misleading to voters who assume the proposal as extending the local ordinances statewide?
C 取反 >The state law would not supersede the local antismoking ordinances, which contain stronger bans than the state law does.
这样一来逻辑链就顺过来了。段落里的大义是，请愿问了投票者对全州的控烟条令支持与否。这个控烟条令的内容是：会在xx公共场所禁烟。
也就是说，很多投票者也许只是因为支持控烟而选择了支持新条令，但如果他们知道这个新条令会取代更严厉的地区条令，他们就不会认为这个条令对控烟本身有任何新的限制，而会错误地认为新条令唯一的作用是从地区控烟扩散为全州控烟而已。符合题目需求。

B 取反> In rural areas of the state, there are many retail establishments and government offices that are open to public.
取反后，乡村地区有很多xx公共场所，并不能说明什么，不具任何代表性。变成显而易见的无关选项。

这么来理解太复杂了，而且这里并不是假设。你看你先把C取反后当做假设题，然后假设题本身做题方法是取反削弱，实际上两次取反等于没操作。misleading这个问法实际上在CR题出现过几次，思路也不需要那么复杂。我直接把去年录的视频贴上来吧，好像链接不能直接点击跳转（这题在最后第三题）。顺便附送一张图加强理解。https://v.qq.com/x/page/h0321e4shpj.html
