这道题根据时态和expect用法可以秒排除d e

我今天正好解决了这个问题，但是写的不好，你别介意啊。
A, B直接就可以排除啊。 这样给你改写下： Analysts expect A to set dividends more conservatively than they were. 这里不能用were， 因为前面是 to do。 have been 和to do 也对不上。 "have been" 和“were”可以表状态和动作的延续，但根据前面的to do，这两个情况都不适用。 你看答案C， to be 和have been 就对上了。

l楼上也说的比较清楚了，有一些还需要 clarify:
比较的结构中，如果后面部分出现动词，那么前后动词是要一致的，而动词的形式可以不一致。也就是说，后面出现的动词，前面要出现；前面出现的动词，后面也要一致（但是如果在句子意思比较明确的情况下，后面的动词也可以省略；否则必须补足）
A. several industry analysts expect automakers to set dividends more conservatively than they were. （后面出现were,前面必须出现 be动词的其他形式，然而这个句子的前面没有；错误。同时注意，如果前面出现的是一般动词，（也就是除了have/be/can这种动词）后面用do补足；如这个句子是set,后面部分的动词可以用did而不是were补足。 ）
