66.Bank depositors in the United States are all financially protected against bank failure
because the government insures all individuals' bank deposits.
An economist argues that this insurance is partly responsible for the high rate of bank failures, s
ince it removes from depositors any financial incentive to find out whether the bank that holds
their money is secure against failure. If depositors were more selective, then banks would need
to be secure in order to compete for depositors' money.

The economist's argument makes which of the following assumptions?

(A) Bank failures are caused when big borrowers default on loan repayments.
(B) A significant proportion of depositors maintain accounts at several different banks.
(C) The more a depositor has to deposit, the more careful he or she tends to be in selecting a bank.

题读懂了，
前提说，政府保证存款，也就是保障显性的存款，所以我们并不能看出银行是否面临破产
只有通过观察潜在的存款，才能评价银行
是这个意思么？

题目讲的是因为政府的保护所有的individuals' bank deposits ，bank depositors可以不受bank failure的影响。可是有一个economist 提出政府的这种保证是造成bank failure的部分原因，因为它导致depositor不需要用financial incentive去考虑bank是否会failure。结论：因此如果depositors可以更严格的去筛选bank，那么bank由于竞争原因则需要更加的谨慎。是也就是bank就会有少的failure。

答案说Potential depositors are able to determine which banks are secure against failure。

取非，Potential depositors aren’t able to determine which banks are secure against failure。

因为题目结论里说了如果depositors可以更严格的去筛选bank，则bank会有更少的failure.答案取非后的结果是depositors不具备去筛选的能力，直接导致结论不成立，所以正确。

这个答案其实是补充了推理逻辑中的gap
