because of +noun. 后面的ving是修饰law 的，修饰法律法规用ing形式

只能说：GMAC永远是对的。

这个是标准的because of+n形式，passed后面的部分是修饰a law的，从语法上没有错，不是一般说的because of +n+doing形式。
