为什么are是用复数,而不是用is呢??难道A OF B结构单复数要看中心词????还是只看后面??或者只看前面??

I think the main point is that a household income is associated with a household (or family), not resident(s). You can say my family has a household income of $60,000. But you CANNOT say I have a household income of $60,000. You know what I'm saying? Think about it.
The word them in (A) and (E) is ambiguous, because it can mean households or residents.
