I dont think this quesiton is an official one.
choice A indicates that the new department will only eliminate those ggressive lending ( which is good for the public, because those leandings are too large for people to payback)
also, the regualr lending will not be affected, so people can still take loans to take well-mesuread risk. That will be good!
