我觉得楼主理解的是总数增加20%，但是拿养老金的人增加，所以你觉得会导致平均领取额降低。

但是when the number of elderly Runagians below the poverty level reached an all-time high这半句怎么理解呢？ 我理解的是既然它这么说了，就意味着# below the poverty level 的数量会有变动
