我错选了E，prep语法笔记对E的解释是：

【E. The act of Congress少了限定性定语从句的修饰，使得句子表达的是act of Congress只有那么一个，违背常识；establish和make provision逻辑上是同一层次的，不应该把establish作为伴随结果(逻辑含义也变得不合理)，所以要不把also establishing改为and also establish，要不改为同A选项一样。】

我认同前半句的解释，那就是把原本对act的限定性修饰变为非限定，这是一个错误；
但我对后半句的解释不太理解，即【establish和make provision逻辑上是同一层次的，不应该把establish作为伴随结果(逻辑含义也变得不合理)】
我的理解是，【comma+doing】从句可以有两种理解：1、作为主句的伴随结果；2、从句中的doing是主句中的主语发出来的一个主动动作，要求从句的动作与主句的动作是同时发生的。
E选项，如果是采取【comma+doing】从句的第二种理解，我认为是没有错误的，因为establish和make provision逻辑上确实是同一层次的，所以E选项中的【also establishing】可以理解为【made provision】同时发生的主动动作。所以我不是很同意prep语法笔记的这一点解释。

请教各位大神对这个问题怎么看？
