关于A中的with独立主格prep笔记上说是 with的逻辑主语是Dutch economy，错误；想问下在with的独立主格结构中不是有自己的逻辑主语吗？？？

这里不应该是the unemployment rate吗？？？为什么又说 with的逻辑主语是Dutch economy，？？？

请大神赐教
