标题: prep08逻辑 87 有一个选项不太懂求帮助

Two years ago, the government of Runagia increased by 20 percent the
government-provided pensions paid to Runagians over 65. The aim of the
increase was to stimulate the economy in the rural regions of the country,
where most pension recipients live. Statistics, however, show that there has
been no increase in economic activity in those regions since then, but that there
has been noticeably more spending in the urban areas.
Which of the following, if true, most helps to explain why the increase resulted
in the unintended state of affairs described?
(A) Until the pensions were increased, many Runagians over 65 in rural regions
had been receiving support from their children who live in urban areas.

这个A我理解是，之前没有养老金增加的时候，农村的老人会从儿女那儿得到一笔钱，但是养老金增加完了就没有了，所以可能就没有经济活动的增长。
但是E我不太懂，我觉得E也是对的，E说的是在养老金增长之前，农村老人的养老金平均比城市老人的养老金多。但可能之前农村的养老金已经能够足够农村老人买所有需要的东西了，再增长也不会刺激消费了，然而城市的老人的养老金还不足够他们买所有需要的东西，所以可能导致经济活动的增长。所以我觉得E也有道理。
能帮助我解释一下E吗？谢谢大家！

感觉你对E的看法想的有点远了，你增加了个非常识性的前提：之前农村的养老金已经能够足够农村老人买所有需要的东西了，再增长也不会刺激消费了，然而城市的老人的养老金还不足够他们买所有需要的东西，所以可能导致经济活动的增长。文中及答案中都没有体现出这个意思。
姑且承认你所说的前提（农村养老金已经足够了），但按照道理来说，即使养老金足够了，再增加消费怎么也得增加点吧，而不是 there has
been no increase in economic activity in those regions 除非你能再从文中找出来否定这种比较普通的想法的观点。印象CR确实有时会不说一些明摆着的大道理，但这些大道理不会像楼主想的这么远，至少我遇到的都是些很常识的。

我想问下这种解释题怎么做啊？
这道题A答案的确有道理，但是不会过度推理么？我自己选是选不出来的。。。
文中并没有说子女会把钱用于城市中的消费，那么也就不能解释urban city的经济增长。总感觉这种解释题gap有点大，即使我想到了（然而我一般想不到），我也不敢选。

选答案肯定是比较相对正确的，A是存在过度推理，有一些assumption。但是相比其他答案要好很多。
