对答案B有两点疑问：

1、原文中说的是Distopia’s federal expenses for the intervention，而B中说的是Distopia’s federal expenses，范围不一致。

2、即使不考虑上述范围问题，federal expenses 的承担问题又是如何exposes a serious flaw in the argument 的呢？
