我知道mandated…, required…, and granted…作为过去分词并列修饰，但是实在不明白regulating在这里做什么成分，感觉主句结构不完整，缺少谓语啊，不应该是is regulating吗？

‘mandated...’, ‘required...’ and ‘granted...’ 这三个短语结构平行，‘mandate’, ‘require’ and ‘grante‘三个词都是句子的谓语动词（类似中文的排比句），不是lz说的过去分词，是用的动词过去式。regulating是现在分词，用来修饰ordinance。作者: lfchun521 时间: 2016-7-19 14:16
