B is correct. 我觉得是因为
b取非，如果prospective 家长没有本来就和工作人员关系很好的话，他们就是为了adoption才去和工作人员拉拢关系，最后就是adoption agency 有favorism了。
其实我觉得A也不错。b比 A稍微好一点点。。
