疑问，with 独立主格不是应该有主句主语拥有这个宾语的含义么，比如 with his eyes closed, he is sleeping well之类的，那么这里表明administration拥有california，这不合理啊，with的用法一直很模糊，希望有牛人可以出来讲解一下

另外，我选了E, 如果能讲一下expect为什么错更好

with的獨立主格其中一種是伴隨，還有另一種是表示因或果
A選項應該是後者

我觉得E选项中，possibility 有问题。California可以看到shortfalls和blackouts，但是如果看到的是possibility，既然是可能性，后面不应该出现具体的30 days。这句话的意思成了，blackout 持续 30天的可能性，太别扭了。应该是：blackout可能持续30天。

30 days 可数 as much as 错误，排除BCE, E里面我觉得california 是发出expects的主语不对。

到这儿可以根据这个意思，排除 E

做题完全不懂 insofar as 什么意思：
insofar as means TO THE EXTENT THAT.
D and E imply the following:
The administration is concerned insofar as California is expected to see severe shortfalls.
The portions in color contradict each other.
Whereas the red portion implies that the administration is concerned only TO AN EXTENT, the blue portion expresses a problem that is SEVERE.
The result is a nonsensical meaning.
Eliminate D and E.
