new regulation之前审批要2年，这两年drug company不能卖钱，不能及时回收成本。
new regulation之后审批缩短了，虽然drug的价格可能低了一些，但是drug company可以缩短通过审批的时间来快速的回收成本，符合drug manufactuers的long term economic interest。
