标题: 新手急求助一道题
题目如下：
Last year the parentsof first graders in our school district expressed satisfaction with the readingskills their children developed but complained strongly about their children’smath skills. To remedy this serious problem and improve our district’selementary education, everyone in the teacher-training program at WaymarshUniversity should be required to take more courses in mathematics.”
我对这段材料的理解是：去年，我们学区一年级学生家长对他们小孩的阅读能力满意，但对小孩的数学能力怨声载道。为了解决这个问题并提升我们区的基础教育，每个在W大学参加教师培训的人都应该上数学课。
我的理解是：
1、可疑调查。因为数据不充分，学生家长标准不一致。。。；一年级学生的水平不能代表整个区的水平
2、小孩数学差=参加教师培训的人都要学数学？？？即老师能力提高=学生能力提高？？？有他因
3、所有参加教师培训的人都教数学？？？

但我找了网上所谓的一些提纲和解析看，文章跟我的理解完全不一致，网上找的资料的主要批判点是：大一学生数学差=所有大学生数学差。
网上找的提纲如下：
1. 可疑调查，2. 时地全等，3. 错误类比，即使W大学一年级学生数学不好的情况会持续很久，这也未必说明W大学其他年级的学生数学也不好。因为一年级学生与其它年级的学生有诸多不同，这些不同可能使得更高年级的学生数学很好，没必要修更多的数学课。比如W大学所安排的数学课大部分在大二，那么很显然只有大一的学生数学会较差。4. 样本不足

2Other factors other than the school's education that may contribute to the inadequacy of the first graders' math should be considered and ruled out.It is likely that the one that should be responsible for the complaint are the parents themselves.

我的疑问是：first graders是一年级学生还是大一学生？teacher-training program at Waymarsh University 是指的谁？难道不是指的老师吗？
主要的漏洞到底在哪里？
