我不明白C选项为什么不可以削弱。因为如果在家里犯重大案件的可能性降低的话，那么他待在家里还是有效的呀。那么就可以削弱上述结论了呀。想半天想不通。求大神指点。

In response, the city government has instituted a series of measures designed to keep teenagers at home in the late evening. Even if the measures succeed in keeping teenagers at home, however, they are unlikely to affect the problem that concerns citizens, since most crimes committed by local teenagers take place between 3 p.m. and 6 p.m.
Which of the following, if true, most substantially weakens the argument?
(A) Similar measures adopted in other places have failed to reduce the number of teenagers on the streets in the late evening.
(B) The crimes committed by teenagers in the afternoon are mostly small thefts and inconsequential vandalism.

argument's conclusion 最后评估的是这个时间段（3pm to 6pm）是否对government plan有影响。答案应该谈到这个时间段。 就算C is true，也无法通过它来evaluate：时间段（3pm to 6pm）的选择和crime rate的关系。
你开始的推理 （因为如果在家里犯重大案件的可能性降低的话，那么他待在家里还是有效的呀）只是 re-confirming 作者的claim：Citizens of Parktown are worried by the increased frequency of serious crimes committed by local teenagers. In response, the city government has instituted a series of measures designed to keep teenagers at home in the late evening. 这不是你需要evaluate的，因为这不是conclusion，所以你应该把它作为fact。这也是为什么解释说C是Irrelevant，反而B的解释非常make sense。
一般跟conclusion无关但是跟整体读起来比较logical的选择都是出题人的圈套，要注意！
